Abdul Razzak Al Mahdi
Biography
Abdul Razzaq al-Mahdi is a Syrian cleric, born in 1961 in Damascus. He pursued Islamic Sciences in 1977 in the al-Fathu’l Islami institution in Damascus from great scholars of Damascus such as Abdur Razzaq al-Halabi, the mufti of Hanafis and one who collected mutawatir recitations.
During a short period of time, Abdul Razzaq was in Tunisia where he worked as a preacher and a teacher. After the outbreak of the Syrian Civil War, he returned back home to actively support the Opposition fighters in their battle against the government.

Evidence of Hate Speech/Incitement:
January 2020: There is a video showing the Syrian Jihadi cleric Abd Al-Razzaq Al-Mahdi standing among destroyed buildings in Ariha, Syria and saying that Russia has been responsible for bombings and the deaths of Muslims in Syria. In the video, he was calling on Muslim youth in Russia, Chechnya, and Dagestan to “seek revenge for Allah’s religion” and “confront the Russian hostility by carrying out [attacks] in the heart of Moscow and other Russian cities”. He assured the listeners that Muslims have the right to wage Jihad in Russia: “Muslims in Russia, Chechnya, Dagestan, and everywhere have the right to exact revenge for the Muslims in Syria, and to carry out bombings and [plant] car bombs in the heart of Moscow and in other Russian cities.”
December 2016: A video was released where Sheik Abdul Razzaq Al Mahdi talked about what was happening in Aleppo, Syria, insulting the Rafidhites and the Iranian people calling them "cursed Shiite rafidha" and pleading for Muslims to intervene against them.
